The Question We Keep Getting Wrong
Ask most people what kills tropical forests and they'll say cattle, soy, palm oil. They're not wrong, but they're behind the times. In 2024, fires overtook agriculture as the leading cause of tropical primary forest loss for the first time on record, accounting for nearly 50 percent of the loss compared with a recent-year average of 20 percent (WRI: Global Forest Loss Shatters Records in 2024). That's a seismic shift. So here's the question this article wrestles with: if fire is now the biggest killer of tropical forests, why are we still designing conservation strategies as if clearing for agriculture were the only enemy?
The Data That Should Scare Us
Let's get the numbers on the table. In 2024, tropical primary forest loss hit 6.7 million hectares—nearly twice the 2023 total, an area roughly the size of Panama, at a rate of about 18 soccer fields per minute (WRI: Global Forest Loss Shatters Records in 2024). Brazil alone accounted for 42 percent of that loss, with fire-driven primary forest loss up more than sixfold from 2023. Bolivia's loss rose 200 percent to 1.5 million hectares, overtaking the DRC for the first time. Meanwhile, total global tree cover loss reached 30 million hectares in 2024, an area the size of Italy, fueled partly by massive fires in Canada and Russia.
This isn't an anomaly. The previous year, 2023, saw Canada's worst fire season on record, with a five-fold increase in tree cover loss due to fire between 2022 and 2023 (WRI Global Forest Review: 2023 tree cover loss). Globally, fire affects an average of 261 million hectares of land annually, nearly half of which is forested (FAO Newsroom: Global Forest Resources Assessment 2025). Why Fire Is Different
Fire is not just another driver of deforestation. It's a different beast. Agriculture-driven clearing is a deliberate, slow, and often reversible process—you can regrow a forest on abandoned pasture. Fire, especially in primary forests, is fast, unpredictable, and often permanent. When a primary forest burns, it releases centuries of stored carbon and destroys biodiversity that can't easily return.
That's why the old playbook—certification, supply chain regulation, and sustainable management—isn't enough. Those tools are designed for commodity-driven deforestation. They're great at nudging companies to clean up their supply chains. But fire doesn't care about EU regulations or FSC certificates. It doesn't respond to consumer pressure. It responds to climate, land use, and human behavior.
The Case for a Fire-First Strategy
We need to reorder our priorities. Instead of treating fire as a side issue, we should put fire at the center of forest conservation. Concretely, that means three things.
First, invest in fire prevention and early response. That means funding firebreaks, community fire brigades, and satellite-based early warning systems. It means working with local communities to reduce accidental ignitions and manage fuel loads. This isn't glamorous, but it works. In Brazil, for example, after years of high fire loss, the government and international partners have begun to invest in fire management, and while 2024 was still bad, the trend is not inevitable.
Second, shift restoration efforts to fire-resistant landscapes. The Bonn Challenge aims to restore 350 million hectares by 2030, and more than 210 million hectares have been pledged (IUCN Bonn Challenge press release). But we need to be smart about what we plant. Monoculture plantations of flammable species are a liability. We need to restore diverse, fire-adapted ecosystems that can withstand a changing climate.
Third, integrate fire into climate policy. The fact that forest fires emitted 4.1 gigatonnes of CO2 in 2024—more than four times aviation emissions—should be a wake-up call. Yet most climate agreements treat forests as a carbon sink, not as a fire risk. We need to account for fire emissions and invest in fire prevention as a climate mitigation strategy.

Forest conservation is at a crossroads. The old methods were built for a world where agriculture was the main threat. That world is gone. In 2024, fires became the leading cause of tropical primary forest loss, and they're only going to get worse as the climate warms. The single most important thing to remember: if we don't put fire at the center of forest conservation, we're fighting the last war—and losing the forest.
