We keep hearing that planting trees will save the planet, and that creating more protected areas is the answer. It's a comforting story, but it's wrong. Forest conservation isn't a numbers game. The real problem is that we're converting forests to other uses, and no amount of tree planting or protected area designation will fix that if we don't address the underlying drivers.
Let's be clear: we're not against planting trees or protecting forests. Those are important tools. But they're not the whole solution. As practitioners, we've learned that you can't plant your way out of deforestation, and you can't just draw lines on a map and expect forests to thrive. The data backs this up.
Doesn't planting trees offset deforestation?
It's a common belief that planting trees can compensate for the forests we lose. But the numbers tell a different story. Globally, we're still losing primary forests at an alarming rate. In 2023, tropical primary forest loss totaled 3.7 million hectares—that's equivalent to losing almost 10 football fields of forest per minute (WRI Global Forest Review: 2023 tree cover loss). Meanwhile, planted forests account for only about 8 percent of total forest area, covering an estimated 312 million hectares (FAO Newsroom: Global Forest Resources Assessment 2025). These plantations are often monocultures that don't provide the same biodiversity or carbon storage as natural forests. They're not a substitute for the real thing.
Isn't it enough to protect more land?
Protected areas are crucial, but they're not a silver bullet. About 20% of forests (813 million hectares) are in legally protected areas, up 251 million hectares since 1990 (FAO Global Forest Resources Assessment 2025). That sounds good, but here's the catch: in the Amazon, scientists using satellite and ground-based data found that territories occupied and managed by Indigenous peoples had far less deforestation than parks and other protected areas (NASA Earth Observatory: Tropical Deforestation). So it's not just about designating protected areas; it's about how they're managed and who's involved. Indigenous and local communities often have the most effective stewardship.
Are we actually making progress?
Yes, but not enough. Net forest loss fell from 10.7 million hectares per year in the 1990s to 4.12 million hectares per year in 2015 to 2025 (FAO Global Forest Resources Assessment 2025). That's a big improvement, but we're still losing forests. And the rate of forest expansion is slowing: from 9.88 million hectares per year in 2000-2015 to 6.78 million hectares per year in 2015-2025 (FAO Newsroom: Global Forest Resources Assessment 2025). So we're not planting enough to keep up, and the losses are still huge.
What's really driving forest loss?
Deforestation—the human-caused, permanent removal of forest cover—is overwhelmingly a tropical problem. More than 96 percent of deforestation occurs in the tropics (WRI Global Forest Review: 2023 tree cover loss). It's driven by clearing land for agriculture, cattle ranching, and other commodities. For example, Bolivia's primary forest loss rose 27 percent in 2023 to its highest on record, with fires accounting for 51 percent of the loss (WRI Global Forest Review: 2023 tree cover loss). In Laos, primary forest loss rose 47 percent in 2023, with 1.9 percent of its remaining primary forest lost in a single year—a rate five times faster than Brazil's relative to forest area (WRI Global Forest Review: 2023 tree cover loss). These are not random events; they're driven by economic pressures.
So what should policy focus on instead?
Instead of just counting hectares, we need to tackle the root causes of deforestation. That means supporting sustainable land-use planning, strengthening governance, and empowering Indigenous peoples and local communities. The fact that Indigenous-managed lands often have lower deforestation rates than protected areas is a powerful indicator (NASA Earth Observatory: Tropical Deforestation). We should also invest in restoration that brings back natural forests, not just plantations. The Bonn Challenge aims to restore 350 million hectares of degraded and deforested land by 2030, and more than 210 million hectares have already been pledged (IUCN Bonn Challenge press release). That's a start, but restoration must focus on ecological integrity, not just tree cover.
What about mangroves and other critical ecosystems?
We can't forget about forests that are often overlooked, like mangroves. They're incredibly important for coastal protection and carbon storage. Yet global mangrove extent declined by 5,245 km2 (3.4 percent) between 1996 and 2020, with the biggest loss in Asia (2,813 km2, or 4.6 percent) (Global Mangrove Watch data update). The good news is that about 8,183 km2 of mangroves are considered restorable, including about 2,000 km2 in Indonesia (Global Mangrove Watch data update). Restoring those could safeguard carbon in soil and aboveground biomass equivalent to 1.27 gigatonnes of CO2 (Global Mangrove Watch data update). That's a concrete, high-impact opportunity.
So what's the single best move? Stop focusing on planting trees and creating paper parks. Instead, shift policy to address the drivers of deforestation, support Indigenous-led conservation, and restore natural forests at scale. That's how we'll actually protect our forests for the long term.
Bottom line
The best move is to shift from a numbers game to a systems approach: tackle the root causes of deforestation, empower local stewards, and prioritize restoration of natural forests over plantations.
