Imagine you are a land manager in the Brazilian Amazon, staring at a satellite map that shows a patch of primary forest that was there last year, now replaced by a charred scar. You know that in 2024, fires overtook agriculture as the leading cause of tropical primary forest loss for the first time on record, accounting for nearly half of the loss (WRI). You also know that your country accounted for 42 percent of all tropical primary forest loss that year. The temptation is to rush in, plant a million seedlings, and call it restoration. But forest ecology tells us that planting trees is not the same as restoring a forest. The real work is more complex, more patient, and more radical.
The Illusion of Net Gain
Here is the uncomfortable truth: the global net forest loss has slowed, but that statistic hides a deeper problem. Net loss fell from 10.7 million hectares per year in the 1990s to 4.12 million hectares per year in 2015–2025 (FAO Global Forest Resources Assessment 2025). That sounds like progress. But the same report reveals that naturally regenerating forests—the complex, self-sustaining ecosystems that harbor most biodiversity—declined by 324 million hectares between 1990 and 2025. Meanwhile, planted forests cover about 312 million hectares, an area that has grown in all regions since 1990 (FAO Newsroom). We are trading ancient, irreplaceable ecosystems for simplified plantations. That is not conservation; it is substitution.
Primary Forests: The Irreplaceable Core
Consider what we are losing. Primary forests—those with no clear signs of human disturbance—cover at least 1.18 billion hectares, about one-third of the world’s forest area. They are the crown jewels of forest ecology. They hold the bulk of the carbon, harbor countless species, and regulate water cycles. Yet they are vanishing. In 2023 alone, tropical primary forest loss totaled 3.7 million hectares, equivalent to losing almost 10 football fields per minute (WRI Global Forest Review). And 2024 was worse: 6.7 million hectares lost, an area nearly the size of Panama, at a rate of about 18 soccer fields per minute (WRI). We are not just losing trees; we are losing entire ecosystems that have evolved over millennia.
Restoration Is Not Just Planting Trees
Here is where I take a firm stand: the Bonn Challenge, which aims to restore 350 million hectares by 2030, is a noble goal, but it is being misinterpreted on the ground. Since its launch in 2011, more than 210 million hectares have been pledged (IUCN Bonn Challenge press release). That is impressive. But restoration must mean restoring ecological function, not just tree cover. The Bonn Challenge itself recognizes this, but many projects fall short. The Great Green Wall in Africa, for instance, aims to restore 100 million hectares of degraded land across 22 countries (UNCCD). That is exactly the kind of landscape-scale thinking we need. But too often, these projects default to monoculture plantations because they are easier to measure and fund. Forest ecology demands more.
The Hidden Value of Non-Timber Wealth
When we reduce forests to timber, we ignore their true worth. Nearly 6 billion people use non-timber forest products (FAO State of the World’s Forests 2024). About 2.4 billion people rely on woodfuel for cooking and heating (FAO Feature Story). And 1.6 billion people, including nearly 70 million Indigenous Peoples, depend on forests for their livelihoods (WRI). These are not statistics; they are lives. A forest is not just a pile of logs. It is a pharmacy—around 50,000 plant species have medicinal value (FAO Feature Story). It is a climate regulator—forests store 662 billion tonnes of carbon (FAO Feature Story). And it is a water purifier. To ignore these functions is to ignore the very reasons forests matter.
What Restoration Really Looks Like
So what does good restoration look like? It starts with protecting what remains. Studies in the Amazon show that Indigenous territories often have far less deforestation than formal protected areas (NASA Earth Observatory). That is not a coincidence. Indigenous peoples are the best forest stewards we have. Next, we must focus on restoring natural regeneration, not just planting. The Global Mangrove Watch reports that 8,183 km2 of mangroves are restorable, and restoring them could safeguard carbon equivalent to 1.27 gigatonnes of CO2. That is a concrete target. But restoration also means dealing with threats like invasive species. The emerald ash borer, an invasive beetle, has killed hundreds of millions of ash trees in North America (USDA NISIC). You cannot restore a forest if a single pest can wipe out an entire species.
The Policy Shift We Need
This is where I get blunt: our policies are often counterproductive. The EU Deforestation Regulation (EUDR) is a step forward, requiring companies to prove their products are deforestation-free, covering cattle, wood, cocoa, soy, palm oil, coffee, and rubber (EUDR). But it focuses on supply chains, not on restoring ecosystems. The Kunming-Montreal Global Biodiversity Framework, adopted in 2022, sets targets for 2030, but it is non-binding. We need to go beyond voluntary pledges. The fact that 17 of the 20 countries with the largest primary forest area had higher primary forest loss in 2024 than when the Glasgow Declaration was signed in 2021 (WRI) shows that voluntary commitments are not enough. We need legally binding targets, enforced with real consequences.
Certification: A Tool, Not a Panacea
Certification schemes can help, but they are no silver bullet. The Forest Stewardship Council (FSC) certifies about 175.5 million hectares, and PEFC certifies almost 300 million hectares (FSC, PEFC). Together, they cover a fraction of the world’s forests. They are useful for ensuring that what we harvest is done responsibly, but they do not address the underlying drivers of deforestation. And they can be misleading: a certified plantation is still a plantation. If we are serious about forest ecology, we need to prioritize ecosystem integrity over certification labels.
What I'd Actually Do
If I had the power to set global priorities, I would do three things. First, I would put an immediate halt to all clearing of primary forests. No exceptions. That is the single most effective way to conserve biodiversity and carbon. Second, I would redirect restoration funding toward natural regeneration and Indigenous-led stewardship, not just tree planting. Third, I would reform the EUDR to include a requirement for ecosystem recovery, not just deforestation-free supply chains. And I would make compliance mandatory by 2026, with penalties that actually hurt. This is not a pipe dream; it is a realistic, science-based approach. We have the knowledge. We have the tools. The question is whether we have the will.
